Empowering Children in Conflict with the Law with Empathy and Support

Change can be challenging, especially for those who are isolated from society. But when communities come together to extend support, it becomes possible.

In Barangay Poblacion 1 in San Jose del Monte, a facility named Bahay Pag-Asa houses Children in Conflict with the Law (CICL), serving as their home away from home. These children spend their adolescent and teenage years under the care and custody of “house parents” while undergoing rehabilitation. During their stay, they are learning technical and social skills that are beneficial for their transformation.

The Rotaract Club of San Jose Del Monte conducted “Project H.O.P.E.: Healing Opportunities for Positive Empowerment,” an outreach program to 23 CICL in Bahay Pag-Asa last March 15, 2026. Led by President and Project Chair Ralph Santiago, the club donated groceries, hygiene products, and educational books that will help their home be more conducive to positive development.

This project proved that empathy is a prerequisite for kindness. And that kindness is the most significant step a community can take to break the stigma, offer help, inspire hope, and foster positive change for CICL.
